A detailed funding plan for the Vision is still to be prepared. The underlying principle, however, is that the 11 development projects will make a significant contribution, through planning gain, to the funding of the 13 transport and public realm projects. Further significant contributions to the funding of these projects will be provided from the local authority and the government, through the Local Transport Plan. It is hoped that additional funding could come from other interested parties for specific projects, for example from the Harnham Water Meadows Trust and the Wiltshire Wildlife Trust for the Harnham Water Meadows project or from the Highways Agency for improvements to the Southampton Road.

The majority of any funding provided by the local authority would come from capital receipts arising out of the six development projects in which the local authority was a significant land owner, i.e. the Maltings and central car park, Salt Lane and Brown Street car parks, Churchfields, Southampton Road and the Friary. There would, therefore, be relatively little need for local authority funding over and above that which could be financed through the Vision itself.
